DRAFT Short-term plan for the Alliance for Clean Electricity 1. Mission: The Alliance for Clean Electricity (ACE) exists to encourage the Gunnison County Electric Association (GCEA) to invest in energy efficiency and local renewable energy resources to help meet the electricity needs of the Upper Gunnison Valley and to use its position on the Tri-State Board to advocate for clean energy resources. We actively seek to work with community organizations and individuals to facilitate communications regarding energy/electricity issues in the valley. 2. Activities and goals: Consistent with its mission, ACE will engage in the following activities.and strive to achieve the following goals: a. Local IRP: ACE will continue its advocacy that GCEA engage in local resource planning (IRP), focusing on local energy efficiency (EE) and renewable energy (RE) with the goal that GCEA’s plan be substantially completed by the end of 2008. b. Local EE and RE: Regardless of GCEA’s disposition of our IRP request, ACE will work with GCEA to substantially improve GCEA’s programs to encourage EE and RE with a goal to be established by the IRP or, if GCEA does not ‘carry out IRP, by May 31, 2008. ' ¢. Tri-State: ACE will encourage GCEA to urge Tri-State to review its existing resource plan and to integrate new, clean-energy resources into its plan with the goal that _ Tri-State’s new plan contains no new pulverized coal capacity and contains significantly more EE and RE.
