STATEMENT OF BACKGROUND FACTS: The High Country Citizens' Alliance is a non-profit Colorado corporation, established in , with headquarters in Crested Butte -- a resort community in the central Rocky Mountains. As set forth in its bylaws, the organization is dedicated to There are 5,500 acres of land in a drainage basin a few miles northwest of the Town of Crested Butte commonly, officially, and affectionately known as "Oh-Be-Joyful". That 5,500 acres is considered by townspeople and visitors alike as a kind of "Shangri La" -- an enclave easily accessible on foot, bicycle, or motorized vehicle where solitude, the undisturbed wonder of sub-alpine ecology, and the tranquility, breathtaking panoramas, and harmony of nature unassaulted can be experienced with relatively little effort.
