Small-capacity reservoirs are needed to thwart drought By KEN BAKER The drought of the year 2002, the dri- est of a series of drought years in South- ern Colorado and reported to be the driest year in Colorado history, generated more -public interest and newspaper space than any previous drought year in our history. The public interest focused on the State- house in Denver, stirring our lawmakers into uncommon political rhetoric directed at filling empty reservoirs and providing quick and efficient means of providing water transfers to the northern Front Range.
